In 2000 he joined the European Integration Office of the Marshal Office of Silesia. Involved in the preparation of projects under the PHARE and other European programs. In 2001 he initiated the cooperation between the Silesian Voivodeship and Limburg in Belgium. As an employee of Limburg Development Agency Luk Palmen was project manager of the RIS-Silesia 2001-2004, coordinator of the training program PLATO-Silesia 2002-2003 and provide support to organizations active in the area of economic development. In the period 2005-2007 led three projects: "Effective Networking Technology Commercialisation - a pilot project in Gliwice," "The manager of the regional innovation system" and "Creation of sectoral networks and support structures in the Silesia region." Luk Palmen is currently chairman of the board InnoCo Sp. Ltd., which engages in processes of innovation.

At present its position is responsible, inter alia, for: Silesian Investor Assistance Centre, Silesian Center for Information Society, promoting investment and economic attractiveness of Silesia, the programs associated with the development of brownfield sites, and energy issues, including the Renewable Energy Sources.
He has experience in implementing the priorities of economic development region of Silesia, in particular with those of the business environment and research units - implementing new technologies in development. In its activities, supports economic activity in the region through cooperation with institutions and organizations supporting the development of small and medium-sized enterprises, encouraging pro-innovation in the economy of the region including through interaction in the creation and organization of technology parks and incubators. He also has experience in analyzing and monitoring of ongoing and planned regional and sectoral economic programs. He held numerous functions on the supervisory boards of listed companies, with participation of local government and private.
