The main aim of the project is to create SEKAP organizational and technical conditions for the provision of public services electronically, and increase administrative efficiency in the implementation of these services.

General purpose SEKAP project include:

• Reducing the costs of public service
• Enhancing the quality of public services
• Expand their range of services electronically
• Improve the commencement and conduct of business
• Increase the use of information technology by the inhabitants of the region
• Increase the region's competitiveness on a national and European.

Implementation of the project was planned for the years 2005 - 2008
